Elen’s research looks at the ability of law to regulate new and emerging technologies. She is especially interested in the role of law in controlling and creating spaces for innovation.

Recent work of hers examines how regulation has been used to facilitate shale gas ‘fracking’ in the UK. Elen’s current work focuses on the interaction between planning law and low carbon futures.
